Who should regulate the internet?

According to CNN.com The EU and USA are in a battle over controll of the internet. The EU wants the power to go into UN hands however the USA wants to retain control.

    Now for my observations and opinions.

I have been in this line of work for over 10 years and it is IMHO that the current ICANN scheme is a verry good system. The ICANN system is based on open standards and is implemented by the corporations that have control of the copper/fiber with the governments blessing. The only regulation that the government has is that: a) the (root) servers must not deny any reasonable connection. b)Must maintain a list of (approved only) top level domains, exa; .com, .net, .edu

This being siad the system regulates it self. Now as for lines and communication the fcc has control of that under the telco domain. The ‘internet’ in this case is just the data going over the lines. And that is regulated by ISO and ICANN, well the standards are anyway. There is no true penalty of not following the standards only that you will not beable to communicate with eveyone else.

This being said there is no need for an ‘international’ organization to oversee the ‘internet’ just so that some governments can introduce overstepping control on other countries. The entire argument of ‘we just want to govern our borders’ goes out the window considering the size of china and how it has an iron fisted regulation on its ip/telco communications.

That is my rant for the day.
